BRIGHT: Thank you. 19 Good morning, Board members. 20 I will be bringing you the College 21 Association Financial Report as of August 22 15, 2011. I just want to get set up 23 here. 24 If I can direct your attention to 25 the screen, I wanted to provide you a FIVE STAR REPORTING, INC. (631) 224-5054 6 1 BOARD OF TRUSTEES MEETING 8/18/11 2 visual of the actual budget, the 3 Association Budget. If you look at the 4 far left-hand corner, you can see the 5 actual funds as, as they are broken up. 6 We start with the major funds, the 7 Ammerman -- the Campus funds, Ammerman, 8 Eastern and Grant Campus funds. You see 9 the two childcare centers, the Ammerman 10 Campus Kids and the Grant Suffolk Kids' 11 Cottage. You see, at the Eastern Campus, 12 the Eastern Peconic Cafe, the Baker's 13 Workshop. 14 We have two other accounts that are 15 separate from the -- part of the 16 Association fund, but separate. They are 17 the student exit insurance, and the 18 graduation, and we also have the Culinary 19 Catering, Culinary Arts. 20 If you will direct your attention to 21 the third -- the fourth column, you will 22 see the actual expenditures, based on 23 what was budgeted. And the next to the 24 last column will give you what was 25 actually spent of those expenditures, FIVE STAR REPORTING, INC. (631) 224-5054 7 1 BOARD OF TRUSTEES MEETING 8/18/11 2 year to date. 3 The last column would be the most -- 4 and again, to highlight as far as the 5 last column is basically the year to date 6 net cross, above it, basically the 7 balance of those expenditures. 8 And as you can see those accounts of 9 those balances, we have done very well. 10 Actually, we were going to the '11, '12 11 year with a surplus. 12 If you look at those accounts, and 13 going down to the bottom, you will see 14 two accounts that are in red. Those 15 accounts are in the red. 16 I'll give you an explanation of, of 17 those accounts and then how we offset the 18 deficits of those two accounts. The 19 graduation account is in the red of 20 roughly about $5,000. This was due to -- 21 we had the opportunity to provide our 22 commencement with a state-of-the-art 23 sound system this year. And that was a, 24 a little bit more that we were able to -- 25 that we didn't know that opportunity at FIVE STAR REPORTING, INC. (631) 224-5054 8 1 BOARD OF TRUSTEES MEETING 8/18/11 2 the time, but we were not able to budget 3 for, when we had that opportunity 4 for -- from the budget itself. 5 So moving forward, we will budget 6 for that sound system. It brings a 7 different component to our commencement, 8 and sound is, is very important for that 9 type of event. 10 The next account is the catering 11 Culinary Arts account, which is actually 12 in the red. 13 But first let me just go back to the 14 graduation account. That account, that 15 deficit will be offset by a fund balance, 16 a surplus from the prior year. That 17 surplus or that fund balance is currently 18 roughly around $40,000. So that -- those 19 funds will be used to offset that 20 deficit. 21 MR. PONTIERI, JR.: Marv? 22 MR. BRIGHT: Yes, sir. 23 MR. PONTIERI, JR.: All of these 24 lines are specific to themselves. There was an employee, 4 surprises that we had to cover -- an 5 employee that went out on maternity 6 leave, we had to replace that. And also, 7 there was refrigeration equipment that we 8 had to do repairs on, that we did not 9 budget for. 10 Going forward, there have been 11 meetings on Dr. Walters' campus that we 12 talked about the, the Catering and 13 Culinary Arts should be very conservative 14 with the number of events that we, that 15 we will have this year as far as the 16 Catering. But they will also continue to 17 have their season 20, which is actually 18 fundraising events, which actually allows 19 us to actually allow us to build on a 20 fund balance, in the event that there are 21 deficits that needs to be covered. 22 This is the report for the 15th. AMOROSO: Good morning. 13 THE CHAIR: Good morning. 14 MR. AMOROSO: This will be the last 15 report for 2010, '11, as we're closing 16 fiscal year at the end of the month. 17 And as a result of the College being 18 fiscally prudent, the College was able to 19 cover the 2009, '10 adopted carryover, 20 1.7 million in its entirety. And we will 21 be closing the year with a nominal fund 22 balance. (Laughter.) 23 For 2011 and '12, we're in, we're in 24 the process of the budget roll out. And 25 using the County approved contribution FIVE STAR REPORTING, INC. (631) 224-5054 17 1 BOARD OF TRUSTEES MEETING 8/18/11 2 increase of the one percent, or the 3 386,030, we will be proposing a balanced 4 budget that includes or requires a 5 projected tuition revenue increase of 6 $6.3 million. And what that will do will 7 be a full-time resident tuition of 3,990 8 annually, or 1,995 a semester, which is 9 an increase over this year of $214 and 10 $107. And a part-time student per credit 11 charge will go to 167, which is a $9 12 increase. 13 We are projecting student fees and 14 miscellaneous receipt increases of $1.4 15 million. And this will also require very 16 close monitoring of the '11 and '12 17 expenses, and with possible deferral of 18 some items until year end if we increase 19 our revenue. And we're also going to 20 fine tune all the departmental purchasing 21 and hiring. 22 And that's my, my report. (631) 224-5054 19 1 BOARD OF TRUSTEES MEETING 8/18/11 2 Dr. Marlene DuBois, to give a 3 presentation on Title Three Grant Update. 4 DR. DUBOIS: Good morning. 5 My name is Marlene Dubois. 6 I am the coordinator of the 7 five-year Title Three Grant project, 8 Strengthening Education Through Informed 9 Support. I'm the manager of the grant, 10 overseeing the way the funding is spent 11 to keep it in line with the grant's 12 narrative. 13 The Title Three Grant amounts to $2 14 million from the U.S. Department of 15 Education, part of its Strengthening 16 Institution's Program, with matching 17 funds promised from the College. 18 Title Three is a competitive grant 19 that is very difficult to attain, 20 especially since this is our second one 21 in the past ten years. The project was 22 started by President McKay when he was 23 Executive Vice-President. The 24 preparation involved more than 100 25 members of the College faculty, FIVE STAR REPORTING, INC. (631) 224-5054 20 1 BOARD OF TRUSTEES MEETING 8/18/11 2 administration, and staff. We received a 3 perfect score on the Grant Narrative, of 4 a hundred out of a hundred points. 5 And I'll give you some specifics 6 of the Grant Narrative. As I said, it 7 was -- it's a five-year period. During 8 this five-year period, there are four 9 different initiatives that are being 10 pursued simultaneously. 11 The first one is the Gateway Course 12 Enhancement. Gateway Courses are basic 13 introductory courses, taken first by most 14 of our students. The enhancements will 15 provide extra resources beyond the 16 classroom and will be available online 17 for easy access. 18 The creation of a virtual learning 19 commons is the second initiative. It 20 will make a variety of college services 21 more visible and accessible online. 22 The third is the enrollment and 23 admissions enhancement. The enhancements 24 will speed up and simplify the process of 25 enrolling students in classes. FIVE STAR REPORTING, INC. (631) 224-5054 21 1 BOARD OF TRUSTEES MEETING 8/18/11 2 The fourth initiative is a faculty 3 mentoring and student engagement 4 component, that will help faculty to 5 engage with students outside of the 6 classroom, in order to advise them on 7 their academic paths. 8 The Grant started on October 1, 9 2010, less than a year ago. But we only 10 received notice of the award the day 11 before it started. The academic year had 12 already begun, budgets had been set, and 13 faculty had their assignments, so we had 14 difficulties setting the project in 15 motion inherently. There, there were 16 personnel to hire and policies to put in 17 place. All this was done. 18 The reporting so far by -- both by 19 me, the project coordinator, and by the 20 external evaluator reflects to the 21 federal government that the College is 22 currently on target with the plan. 23 The Title Three Grant focuses purely 24 on our students and their success, 25 enhances the ways faculty can engage with FIVE STAR REPORTING, INC. (631) 224-5054 22 1 BOARD OF TRUSTEES MEETING 8/18/11 2 those students to ensure that success, 3 and it enriches the delivery systems that 4 we use. All of this increases the 5 efficiency of the support systems we 6 already have in place. 7 It is extremely fortunate that we've 8 had the leadership at the College that 9 enabled us to craft the Grant Narrative, 10 according to our real needs on the 11 ground. 12 One last thought: Success breeds 13 success. TUCKER: Thank you members of 12 the board, and Dr. McKay, for inviting me 13 here. 14 Dr. McKay has asked me to brief you 15 on a grant proposal that we currently 16 have pending at the U.S. Department of 17 Labor. And I've made you a, a handout to 18 look at. 19 It's a complex grant proposal. It 20 was a complex funding mechanism. And 21 it's a proposal that includes 30 other 22 colleges in, in the SUNY system. It's 23 potentially I think the largest elaborate 24 proposal that's ever been attempted by 25 SUNY. (631) 224-5054 25 1 BOARD OF TRUSTEES MEETING 8/18/11 2 And Dr. McKay felt it was important 3 that I brief you on this, because, just 4 as was the case with the Title Three 5 project -- we found out the day before 6 the project was supposed to start -- 7 potentially, we may find about -- 8 (Laughter.) 9 DR. TUCKER: -- this grant on 10 September 30th, and they may potentially 11 ask us to start October First. And so 12 rather than having it suddenly appear, we 13 decided to give you a, a quick briefing. 14 Now, first of all, the, the 15 competition itself is complicated and 16 unusual. It's, it's money, it's $2 17 billion that is earmarked for community 18 colleges by the federal government. It's 19 really what's left over from that 20 President Obama's American Graduation 21 Initiative which did not pass. However, 22 the money was still sequestered in the 23 budget. And they found another vehicle, 24 this Trade Adjustment Pact vehicle, in 25 order to, in order to find a way to get FIVE STAR REPORTING, INC. (631) 224-5054 26 1 BOARD OF TRUSTEES MEETING 8/18/11 2 the money to the community colleges. 3 And so the rules of the competition 4 itself were that $500 million would be 5 available for all states in the United 6 States. Every state will be required to 7 receive some of that money, at least one 8 half of one percent or $2.5 million. 9 And this gave SUNY the idea at the Vice 10 Chancellor's Office that if we, as a 11 state, only had one proposal, we might 12 just get what we want. And so that was 13 the strategy that SUNY brought to us. 14 And Dr. McKay said we think that's a good 15 idea, we're on board with that. 16 In the end, one community college 17 must be the lead for the entire state. 18 And there was a lot discussion about who 19 that community college would be. And we 20 ended up, Suffolk Community College, as 21 the lead. So if we receive this grant, 22 we will, for the State and for the SUNY 23 system, be in a leadership role, and we 24 will be responsible for the 25 administration of the Grant, and for FIVE STAR REPORTING, INC. (631) 224-5054 27 1 BOARD OF TRUSTEES MEETING 8/18/11 2 reporting to the Department of Labor. 3 With that said, 26 community 4 colleges finally ended up in the 5 consortium. Empire State College, which 6 was also eligible, because they offer 7 two-year degrees, and three technical 8 colleges, Farmingdale, Alfred State, and 9 the one I always forget is Canton. They 10 also offer two-year degrees. That was a 11 requirement of, of the grant. 12 Partners are not consortium members, 13 but there are many and they are required. 14 And required partners include employers, 15 because it is a workforce initiative. 16 The, the money is aimed at people who are 17 in the workforce, people who are 18 unemployed, and people who are trying to 19 transition from shrinking industry 20 sectors to growing and expanding industry 21 sectors. 22 The money is being given under the 23 Trade Adjustment Act mechanism, which is 24 a mechanism that exists in order to 25 transition workers that are out of work, FIVE STAR REPORTING, INC. (631) 224-5054 28 1 BOARD OF TRUSTEES MEETING 8/18/11 2 because of foreign competition. And so 3 that's the, the auspices under which it 4 occurs. But in fact, all adult workers 5 or all adult students will be eligible to 6 participate in the programs that are 7 developed. 8 There are over a hundred employer 9 partners that ultimately signed on, 10 including people like General Electric, 11 and IBM, and Global Foundaries, as well 12 as the entire State's public workforce 13 system, New York State Department of 14 Labor, the, the 32 WIBs that exist across 15 the state, workforce investment boards, 16 and one-stops, and so on. So that is 17 page one. 18 If you turn to page two, you can 19 quickly see the way that the project has 20 been set up. And the way it has been set 21 up is that Dr. McKay will be the 22 principal investigator. And Suffolk 23 County Community College will be fiscal 24 and administrative lead for the grant. 25 Beneath us will be seven community FIVE STAR REPORTING, INC. (631) 224-5054 29 1 BOARD OF TRUSTEES MEETING 8/18/11 2 colleges, each in charge of an industrial 3 sector, an industry sector. The industry 4 sectors are advanced manufacturing, 5 entrepreneurship and hospitality, design, 6 healthcare, alternative energy, 7 nanotechnology, and aerospace. Each one 8 of those has a community college that is 9 going to specialize in that area, and 10 organize the efforts of other community 11 colleges who will be in the project in, 12 in those particular areas. 13 What this means for us, in order to 14 run this project, the, the requested 15 amount of money is $50 million. And ten 16 percent of that is earmarked for the 17 administration of the project and that 18 all comes to Suffolk Community College. 19 That, that money will buy eleven 20 employees who will be full-time on this 21 project. 22 And they're shown at the bottom of 23 page two here. There will be a project 24 manager who will be a professional -- to 25 be hired immediately in the first 45 days FIVE STAR REPORTING, INC. (631) 224-5054 30 1 BOARD OF TRUSTEES MEETING 8/18/11 2 of the project, someone who knows how to 3 build big things -- an, an administrative 4 manager, a program manager, a purchaser, 5 a grant accountant, several PA's, and a 6 number of clerks specializing in the 7 entry of requisitions, reimbursement, and 8 so on. 9 The next page is page three. You 10 can see the sectors and the colleges who 11 are participating in the, in the box on 12 the top. In each sector, there are a 13 number of colleges. And you can see that 14 Suffolk, that we, ourselves, along with 15 doing the administration of the project, 16 will be doing two projects with students 17 with money permits -- one in healthcare, 18 health information technology, and 19 another in, in alternative energy, 20 something with photovoltaic installation. 21 The total number of students being 22 served across the state, we're promising 23 more 6,000. There are 8,000 adult 24 workers who are eligible in the state as 25 a TAA, Trade Assistant Act, certified FIVE STAR REPORTING, INC. (631) 224-5054 31 1 BOARD OF TRUSTEES MEETING 8/18/11 2 workers who are either unemployed or 3 underemployed because of foreign 4 competition. So we're, we're hoping to 5 serve a large percentage of those who are 6 out of work or underemployed. 7 The total cost per student comes to 8 about $8,200 per student, which was our 9 target. We were targeting around 8,000, 10 because that is, in fact, the, the number 11 that the U.S. Department of Labor, that's 12 about the number they'd like to see for 13 that. And so we think that's reasonable. 14 So the total direct cost, then again on 15 page three, is $45 million to be spent. 16 Page four just gives you a list of, 17 a list of primary deliverables of, of the 18 contract. What is it that we will be 19 buying with all of that money? 20 We will be buying a direct contact 21 with the workers who are eligible. There 22 will be an outreach program across the 23 state, in order to find the people who 24 are eligible for these programs and bring 25 them in, a system-wide data management FIVE STAR REPORTING, INC. (631) 224-5054 32 1 BOARD OF TRUSTEES MEETING 8/18/11 2 system that is being designed by IBM, as 3 a partner. 4 We've already had two meetings with 5 them. One meeting, they brought four 6 people to the campus to review our 7 infrastructure and talk about exactly 8 what it is we would need to build to run 9 this thing. 10 Empire State College will lead in 11 the construction of two items, an Open 12 Course Learning Network for the entire 13 state. If you know what that is, it's a, 14 it's a distance learning system. It's 15 the next step in distance learning 16 systems. 17 It's pioneered by MIT. Yale 18 University has one now in Europe, Oakland 19 (phonetic) University. We will be the 20 first state that has a state-wide Open 21 Course Learning Network if we get this, 22 and it will be open to all community 23 colleges to do their distance education 24 to the, to the extent that they want to 25 use it. FIVE STAR REPORTING, INC. (631) 224-5054 33 1 BOARD OF TRUSTEES MEETING 8/18/11 2 In addition to that, a Center for 3 Prior Learning Assessment. A Prior 4 Learning Assessment is a way to get adult 5 learners credit, college credit, for 6 their prior experience, their life 7 experience, their prior education in an 8 organized way, a credit that's 9 transferrable that counts towards 10 degrees. That movement to expanding 11 industry sectors will have a state-wide 12 system for that to increase 13 compatibility, and expandability, and, 14 and transferability of that credit. 15 And then a number of other things as 16 you can see, primarily curriculum that 17 we're putting together and equipment -- 18 more than $6 million in equipment for 19 teaching. 20 The last page, page five, shows the 21 timeline. You can see that we are up to 22 the 18th of August, which is the progress 23 report to all of you. We've already 24 achieved a lot in working with subgroups. 25 We have, we have a working group within FIVE STAR REPORTING, INC. (631) 224-5054 34 1 BOARD OF TRUSTEES MEETING 8/18/11 2 the College. And we've been meeting with 3 the people in Finance, the people in 4 Legal, the people in Compliance, to try 5 to get a plan together should we receive 6 this, in, in order to be able to go 7 immediately. 8 Things that we have yet to do are to 9 get a memorandum of agreement language 10 out to the seven coordinating colleges, 11 and, and make sure that we're all on the 12 same page with how the operation will be 13 run in advance. MCKAY: Again, with Troy, Troy 22 Tucker, this was a very extensive 23 process. (631) 224-5054 35 1 BOARD OF TRUSTEES MEETING 8/18/11 2 and work in Albany over a three-day 3 period, coming back down here with a team 4 working again. 5 And, and it was a very extensive 6 process, something that has never been 7 done by the State before. And it's the 8 first time that we have 30 institutions 9 in one grant, in the State of New York. 10 We were selected to be the lead in 11 this grant. And you know, after we've 12 spent some time working on this grant, 13 and we got to the point to realize how in 14 depth it was, we realized why we were 15 selected. 16 (Laughter.) 17 DR. MCKAY: But certainly 18 Dr. Tucker and, and members of my staff 19 worked with folks across the state to 20 pull this all together. And this took an 21 immense amount of work. And in going 22 forward, we have a working team in the 23 campus right now of about 20 something 24 individuals, from Finance, Budgeting, 25 Assessment for Data Mining, Procurement. (631) 224-5054 36 1 BOARD OF TRUSTEES MEETING 8/18/11 2 All of those folks are meeting either 3 once or twice a month, to prepare 4 ourselves if we were to get this award. 5 We would not be like when we were 6 Title Three -- we got the award late and 7 then we had to pull the team forward. So 8 we're, so we're, we're way ahead of the 9 curve. 10 As Dr. Tucker mentioned, IBM has met 11 with us twice, and they've, and they've 12 done a gap analysis for us in regards to 13 looking at who we are now, and what it 14 takes to move this grant forward. 15 And I want to commend Dr. Tucker, 16 and Lori Taggart, and the others in the 17 room who are involved. But I believe we 18 are in a good spot, if we were selected 19 to move this grant forward. So thank 20 you. 21 A VOICE: Thank you. 22 MR. MCKAY: And in the, in the 19 grant, they mentioned that the President 20 will be giving five percent of his time 21 towards the grant. So with a team that 22 we're going to put together with eleven 23 employees and the working team that we 24 have in, in house now, we're in a better 25 place to move this forward. So they will do the 8 exact same thing that we're doing here at 9 Suffolk, and reporting up to us here as 10 the fiscal agent. So, so thank you. 11 MR. We'll start with the 17 Committee I chair, Academic Affairs and 18 Student Services Committee. 19 As I reported last time, the 20 Committee has met several times. We 21 received some information, some new 22 information from the College recently. 23 And we will be reviewing, as a Committee, 24 that information. 25 But in the meantime, we are prepared FIVE STAR REPORTING, INC. One of 3 them has to do with a scholarship 4 application that is given to new 5 students, where we are recommending that 6 instead of asking for the Social Security 7 Number of the students, that should be a 8 student ID number. 9 That should be there. I'm trying to 10 look for mine. Here it is. 11 Just for those Trustees who are not 12 familiar with it, this is a new student 13 scholarship application. As you know, if 14 you have had the opportunity to check in 15 the website or you have a, a hard copy, 16 it asks for Social Security number. 17 This, in many cases, is not needed to 18 determine the eligibility of students 19 when it comes to scholarships. 20 Therefore, we felt that student ID will 21 be a more appropriate request. 22 We also are recommending that the 23 new student orientation includes the 24 dissemination on scholarships, 25 opportunities. We understand that at the FIVE STAR REPORTING, INC. (631) 224-5054 40 1 BOARD OF TRUSTEES MEETING 8/18/11 2 time they have the orientation, they have 3 already been admitted into the College. 4 However, we will like them to be aware of 5 future opportunities. 6 And third, we are requesting an 7 annual report on the number of applicants 8 per scholarship and the successful 9 candidates of these scholarships in a, in 10 a way to track what it's worth, number of 11 demand, and what we are offering. 12 And at this point, that is -- that 13 will be our report for our Committee. 14 MS. The 11 design of the Science Building for the 12 Ammerman Campus, which we'll break ground 13 on in early spring, which is on track. 14 And for the design of the, of the 15 Learning Resource Center and the process 16 of selecting architects and so forth. 17 And then the planning for the Health and 18 Wellness at the facility in the Eastern 19 Campus, which they are forming a 20 committee right now for planning, since 21 the funding's been approved. 22 Went through all the other existing 23 capital projects. Everything's moving 24 fairly well. And I guess the biggest 25 discussion that we've had outside of that FIVE STAR REPORTING, INC. (631) 224-5054 42 1 BOARD OF TRUSTEES MEETING 8/18/11 2 was the long range for the traffic safety 3 improvements on the Ammerman Campus, 4 which the planning won't start until '13, 5 but some of the pedestrian improvements 6 will happen sooner. 7 So a, a lot happening. I think a 8 great job on some of the projects. 9 Obviously, you always -- there's this 10 prioritized list now for this year's 11 capital program. There's always more you 12 would like to do sooner. But I think 13 they have a good handle on it. 14 And I know there was discussions on 15 where we're going to house eleven people 16 when we get the grant. And I, I know 17 that that's being worked now. 18 DR. MCKAY: Right. 19 MS. MCMAHON: But that's important, 20 that they try to look at the space in 21 some of the older builders, and so forth. 22 Did you want to add anything? 23 MR. MCMAHON: Monumental. 18 But I think they continue, I think all 19 the management on all the campuses do a 20 great job trying to do more without more, 21 so -- 22 DR. PONTIERI, JR.: And I hadn't 12 realized that, that within the, the 13 bylaws themselves, the policy is very 14 clear that it cannot be, cannot be 15 handled internally if -- under that 16 format. FENCHEL: Good afternoon. 20 The Budget and Audit Committee as 21 we've established, seems to be a 22 Committee of the whole entire Board. And 23 I had indicated to the Chairwoman that I 24 felt that it would be more appropriate to 25 break that up into certain sections, you FIVE STAR REPORTING, INC. (631) 224-5054 51 1 BOARD OF TRUSTEES MEETING 8/18/11 2 know, with certain specific situations to 3 matters of interest. And I think Lori 4 covered one the questions I raised, 5 insurance, which was satisfactorily 6 answered. 7 The fact is that we have excellent 8 auditors, and that it's clear that the 9 College is running on a very, very tight 10 and efficient budget. I think that the 11 most that could be expected is that we 12 establish sort of a subcommittee to look 13 at occasional isolated expenses, which 14 may show themselves going over, quote, 15 unquote, budget. Some of them were very 16 obvious, and some of them are as a result 17 of, if you will, the success of the 18 College. 19 So we were able to take a look at 20 the operating statement here, the amount, 21 it shows the amount that you're over 22 budget in certain audits. And so for 23 example, in the part-time instructors, 24 evenings, it's showing a quarter million 25 dollars over budget. You can say that FIVE STAR REPORTING, INC. (631) 224-5054 52 1 BOARD OF TRUSTEES MEETING 8/18/11 2 that's an over budget item. But it also 3 indicates that the College is addressing 4 the needs of a lot of students. You 5 can't do this, without spending money. 6 At the same time, we still ought to 7 review some of these expenses, these 8 larger expenses which go over budget as 9 soon as possible, so that they can be 10 minimized in some fashion. 11 So it's not a question of reauditing 12 what's been audited. I think it's more 13 appropriate that that Board be composed 14 of two, or three people to look 15 specifically at certain items, which seem 16 to be of some interest, simply because 17 maybe they are going over budget for good 18 reasons. 19 So that was one of my observations 20 that I'd like the Chairwoman to consider, 21 breaking up that Committee into that 22 Subcommittee. 23 The one of the other aspects that I 24 was -- I felt -- was not sure this was 25 necessarily budget audit, it's -- it FIVE STAR REPORTING, INC. (631) 224-5054 53 1 BOARD OF TRUSTEES MEETING 8/18/11 2 almost goes into infrastructure. We, we 3 have a way of financing capital budgets 4 or capital expenditures. And I'm not so 5 sure that that's the only way to do 6 things. 7 We get a lump sum of money. I 8 believe in Ammerman you are receiving 9 $28 million in a capital expenditure to 10 building the Science Building. From a 11 pure cash flow standpoint, I don't think 12 that's the only way things can be done. 13 I don't think it's necessary in the real 14 world, to spend one lump sum of money to 15 achieve a construction of the building. 16 That's not the way it's done in the, if 17 you will, the real world. Sometimes 18 academia is not the real world, but 19 that's the problem. 20 I, I made an observation concerning 21 that Ammerman Building, that it is less 22 than $28 million. And I, I gather it's 23 64,000 square feet or thereabouts -- 60 24 to 64 thousand square feet, which in my 25 experience, was a very high number per FIVE STAR REPORTING, INC. (631) 224-5054 54 1 BOARD OF TRUSTEES MEETING 8/18/11 2 square foot. It's almost $400 per square 3 feet to build the velarium, without wind. 4 I don't know that any other buildings in 5 Suffolk County cost that amount. 6 Now, I could be a bit disingenuous 7 there in overlooking the, the realities 8 of governmental construction as opposed 9 to private construction. But I think 10 that that's something has to be explored, 11 because it -- when you get down to it, 12 it's not so much budget as it is a matter 13 of cash flow. And rather than to spend 14 $28 million in one lump sum, to have a 15 commitment for $28 million over a certain 16 period of time can actually construct, in 17 the real world, more square footage and 18 more facilities. 19 We happen to have on, on our staff, 20 probably one of the most experienced 21 people on that subject, Ms. Delgado 22 (phonetic), who is head of the Industrial 23 Developmental Agency, I belive in Suffolk 24 County, and probably is aware of the 25 construction of more buildings than just FIVE STAR REPORTING, INC. (631) 224-5054 55 1 BOARD OF TRUSTEES MEETING 8/18/11 2 about anybody, and probably could give a 3 lot of input on that, on that subject. 4 So I think that's something that has to 5 be explored. 6 Thank you. 7 MR. PONTIERI, JR.: I have a 8 question away from that, that piece of 9 it, but just may be a question for Lou in 10 terms of, you know, the two percent tax 11 cap, does that effect the College, our 12 College budget? Are we going to be, you 13 know, this is the two -- New York State's 14 two percent tax cap for school districts, 15 and community colleges, and colleges that 16 is -- because we get funded the way we 17 get funded, do we work under the two 18 percent or not work under the two 19 percent? 20 MR. PETRIZZO: It didn't effect our 21 prior budget. To be honest with you, I 22 didn't have an -- I haven't had an 23 opportunity to look at whether or not 24 that does effect us. But it certainly is 25 going to effect Suffolk County and it's FIVE STAR REPORTING, INC. (631) 224-5054 56 1 BOARD OF TRUSTEES MEETING 8/18/11 2 certainly going to effect New York State. 3 So that's a substantial amount of funding 4 is coming from the County -- 5 MR. PONTIERI, JR.: The State 6 excluded themselves from that. 7 (Laughter.) 8 MR. PONTIERI, JR.: They said no we 9 don't, we don't work under a tax cap like 10 everybody else does. So may be -- 11 MR. PETRIZZO: We, we haven't taken 12 a hard look at that, that is the answer. 13 MR. PONTIERI, JR.: Because I don't 14 know where we fit into it. 15 THE CHAIR: Yeah. SUNY Associate Counsel Donna 4 Bullock (phonetic) has been contacted to 5 be the presenter for that retreat. She's 6 general counsel for all matters regarding 7 community colleges in New York. 8 So I think she will be very helpful 9 in terms of sharing with us, information 10 that, that will help us make better 11 decisions. And, and I will be contacting 12 her soon to try propose an agenda. And 13 if you wish to send issues that you would 14 like to be addressed during that retreat, 15 they are welcome, so please e-mail me or 16 somehow let me know.
