IRIZARRY: Irizarry. 25 CHAIRMAN MATTACE: I'll get it. 1 SCCC Board of Trustees 4/15/10 5 2 Welcome. 3 (Swearing in of Patricia McMahon 4 and Dafny Irizarry as Suffolk County 5 Community College Trustees by Chief 6 Deputy County Clerk Nicole DeLuca.) 7 (Applause) 8 (Book signing) 9 CHAIRMAN MATTACE: At this point 10 I'd like to introduce President McKay in 11 recognition of our Student Chancellor's 12 Award recipients. 13 PRESIDENT McKAY: Thank you, sir. 14 The Chancellor's Award for Student 15 Excellence was created to recognize 16 students who have demonstrated and have 17 been recognized for the integration of 18 academic excellence, accomplishments in 19 the areas of leadership, athletics, 20 community service, creative and 21 performing arts, and career achievement. 22 Each campus spread with an 23 established selection committee which 24 reviewed exemplary members of the 25 college communities who are graduating. 1 SCCC Board of Trustees 4/15/10 6 2 Campus nominees are then forwarded to 3 the chancellor's office and are 4 subjected to a second round of reviews. 5 The finalists are then recommended to 6 the chancellor to become recipients of 7 the Chancellor's Award for Student 8 Excellence. 9 This year we have 12 students from 10 Suffolk County Community College who 11 have made the average GPA of 3.8 and 12 recorded significant contributions in 13 the community as well as across the 14 campuses. 15 It gives me great pride and 16 pleasure to present before you today 17 Brian Barber from the Ammerman Campus. 18 (Applause) 19 PRESIDENT McKAY: Eileen Gmelin 20 from the Grant Campus. 21 (Applause) 22 PRESIDENT McKAY: Mary Hughes for 23 the Eastern Campus. 24 (Applause) 25 PRESIDENT McKAY: Our trustee, 1 SCCC Board of Trustees 4/15/10 7 2 Chigozi Onyinanya, from the Grant 3 Campus. 4 (Applause) 5 PRESIDENT McKAY: Christine Papillo 6 from the Grant Campus. 7 (Applause) 8 PRESIDENT McKAY: And Hanna Propst 9 from the east campus. 10 (Applause) 11 PRESIDENT McKAY: So that you know, 12 this is not the first year that the 13 college has made a significant stride in 14 this number of candidates who have been 15 selected, each year we've had either 13, 16 12, or 15, and they have been the 17 highest in the entire students with -- 18 of New York. So that's an 19 accomplishment to the faculty, the 20 staff, and the students here of the 21 college. So I want to thank everyone 22 for that. 23 If you can get to the front. 24 (Applause) 25 MS. Thank 24 you, Chairman Mattace, for the 25 opportunity to address the board. 1 SCCC Board of Trustees 4/15/10 9 2 If you could indulge me a little 3 introduction, my name is Jeff Kluewer, I 4 chair the College Governance Council. 5 We represent the faculty as it expresses 6 its academic authority at the college. 7 We're distinct from the unions; we're 8 not the -- the FA or the Guild 9 administrative officers who care about 10 the salaries -- well, many things, but 11 the salaries and the working 12 conditions -- 13 (Laughter) 14 PROFESSOR KLUEWER: -- at the 15 college. We're interested in the 16 academic integrity of the college. 17 I have been authorized to speak by 18 the Council, which is made up of the 19 governance chairs of the three campus 20 governance bodies, the chair of the 21 college Curriculum Committee, the chair 22 of the college Academic Standards 23 Committee; and, in addition, the 24 executive committees of the east campus 25 congress, and the executive committee of 1 SCCC Board of Trustees 4/15/10 10 2 the Ammerman Campus senate; my home 3 campus, Grant. So the executive 4 committee didn't get a chance to meet or 5 I'm sure they would have endorsed this 6 as well. 7 I'm here to ask you to withdraw 8 Item 8 on your list of Resolutions. 9 There is a huge problem, we feel, with 10 this resolution. That problem is 11 expressed, first of all, in the very 12 title of the resolution which refers to 13 as the "College Interim 14 President/Executive Vice President." To 15 my knowledge, the college no longer has 16 an "Interim President." 17 The language here does something, 18 perhaps inadvertent, but the effect of 19 this resolution which asks to extend a 20 contract, an existing contract, we 21 believe, compounds a mistake that this 22 board made in January 2009, probably an 23 unintentional mistake, in giving the 24 executive vice president of this college 25 a three-year contract, and, in effect, 1 SCCC Board of Trustees 4/15/10 11 2 we believe, creating two presidencies. 3 Because of the terms of this 4 contract, you have two executive 5 officers reporting to the board. We 6 believe that this relationship, this 7 organizational interruption, undermines 8 the president that you have just named 9 into this office and just confirmed by 10 the SUNY Board of Trustees. 11 You have rewritten the 12 organizational chart and made the 13 president of this college not in control 14 of a subordinate by extending -- this 15 resolution asks to extend the executive 16 vice president's contract beyond the 17 president's contact, doubly undermining 18 a new presidency. 19 The board is intruding itself, we 20 believe, into the operations of the 21 college, inappropriately interjecting 22 itself into the operations of the 23 college. No longer just setting policy, 24 as what the trustees are supposed to do, 25 but becoming a supervisor of an exempt 1 SCCC Board of Trustees 4/15/10 12 2 position that is supposed to report to 3 and be supervised by the president of 4 the college. 5 I want to especially address the 6 newer and the very newest members of the 7 trustees. There may be a tendency 8 because you are new to simply go along 9 with the resolution that is being 10 presented to you. I urge you to 11 exercise your responsibilities to ask 12 questions about this resolution. For 13 example, where did this resolution come 14 from? 15 According to your bylaws, 16 Article 4, Section A, Number -- Item 13, 17 "To make appointments to exempt 18 positions at this college, or to make 19 adjustments to salaries," that is 20 supposed to be a function of the 21 president. 22 Which president made this 23 recommendation? 24 Which president made this 25 resolution? 1 SCCC Board of Trustees 4/15/10 13 2 This extension -- this proposed 3 extension in -- in this resolution in 4 Item 8 is supposed to occur after a 5 review. 6 Who made this review? 7 Normally, the governance bodies 8 have a role. We are solicited for 9 questionnaires about the performance of 10 the president. We were not solicited 11 about the performance of the interim 12 president, so what kind of a review was 13 performed before this contract extension 14 as being proposed? 15 And I want you to consider another 16 thing. If you have two people reporting 17 to you by contract, how are you going to 18 evaluate them? 19 You're supposed to be evaluating 20 the president, but now you have a second 21 position that is reporting to you. So 22 what will that person say to you, "I'm 23 not the president, don't look at me"? 24 And what's the president going to 25 say, "I'm not fully in charge of my 1 SCCC Board of Trustees 4/15/10 14 2 institution, because you have created 3 for me a subordinate who doesn't report 4 to me but reports to you"? 5 I'd like to end by reminding this 6 board that back in January it found 7 itself in a bit of trouble with the 8 presidential search; you were the 9 recipient of a great deal of -- of 10 community criticism. And there was a 11 meeting in January where there were many 12 community members that came to criticize 13 this board. 14 The board did a very strong and 15 courageous thing. The easiest thing to 16 have done in that situation would have 17 been to become defensive, would have 18 been to dig in your heels, resist the 19 criticism from the outside, and say, you 20 know, we're right and we're not 21 listening to anybody. But you didn't do 22 that. You found yourself in a hole and 23 you stopped digging. And the next thing 24 you did was to investigate what was 25 going on and you changed your mind. You 1 SCCC Board of Trustees 4/15/10 15 2 got out of that hole and you appointed 3 Shaun McKay the president of this 4 college. 5 I'm asking you to do the same thing 6 again. You're in a hole. Stop digging. 7 Withdraw this resolution. 8 I'm not authorized to make this 9 final recommendation, but I'll do it on 10 my own. I believe that to get out of 11 this hole, you have to do something 12 about this three-year contract. I urge 13 the board to investigate, amend- -- 14 either amending this contract or ending 15 it. The college cannot have two 16 presidents. You have created an 17 institutional -- perhaps, inadvertently, 18 an institutional structure that is 19 unwise and unworkable. We cannot have 20 two presidents. Please fix this. 21 Thank you. 22 (Applause) 23 CHAIRMAN MATTACE: Our next guest 24 is President Ellen Schuler-Mauk from the 25 faculty. 1 SCCC Board of Trustees 4/15/10 16 2 PRESIDENT SCHULER-MAUK: Good 3 morning. Thank you for this 4 opportunity. 5 I, too, would like to address 6 Item 8 on the board's agenda today. 7 Most of you know that the college 8 has come to us and asked the Faculty 9 Association, as well as the Guild, to 10 reopen our contract because the college 11 is facing difficultly next year and 12 especially in the following year. I 13 have gone to my executive committee and 14 we talked long and hard about the 15 situation. And the board -- my board 16 has authorized me to enter into these 17 discussions, you know, if we can find a 18 reasonable solution. 19 One of the things that came up in 20 discussion was that the -- my board felt 21 that while, you know, the faculty has 22 been more than willing over the past 23 year to address the -- the needs of the 24 college, the needs of our students, we 25 increased our class size because we were 1 SCCC Board of Trustees 4/15/10 17 2 concerned, as was the college, that we 3 had more and more students coming to our 4 campuses and we would not be able to 5 find classes. We increased our class 6 sizes so that no student would be turned 7 away in the economic downturn and when 8 they really needed us more than ever. 9 We're also willing to address the 10 college's request to reopen the 11 contract, but I've been advised by my 12 group to let the college know that -- 13 that they would also like to see the 14 exempts lead by example. 15 Now, I'm here before you to say 16 that just because we may agree -- we, 17 meaning the Faculty Association, may 18 agree to a certain set of adjustments in 19 our contract, that we do not feel that 20 the exempts have to do exactly the same 21 thing that we may agree to do. But what 22 we are asking is that there be some 23 acknowledgement from the exempt 24 employees, as we know that there will be 25 from the Guild administrative officers 1 SCCC Board of Trustees 4/15/10 18 2 in terms of this reopening, to make some 3 sort of an adjustment. 4 With Item Number 8 before you 5 today, we feel that -- we would like to 6 see that it be tabled, at least until 7 after we have completed our 8 negotiations, because we feel that that 9 would be the appropriate time that the 10 board would acknowledge both the 11 efforts -- the efforts of the Faculty 12 Association along with the appropriate 13 efforts of the exempt administrators. 14 I'm here to say that I do not think 15 that the exempt administrators do not 16 deserve a raise. The Faculty 17 Association, for several years, has 18 spoken publicly to the legislature and 19 to this board that we believe that our 20 exempt administrators should be paid 21 appropriately. We also feel the faculty 22 should be paid appropriately. Vice President. 9 VICE PRESIDENT STIER: Good 10 morning, everybody. 11 I'm going to talk a little bit 12 about this year, but mostly about next 13 year. And before I start talking about 14 the budget itself, let me just do a 15 couple quick housekeeping things. 16 At each -- at the place of each of 17 the trustees is this large budget book. 18 It provides all of the information I 19 would hope you would want about our 20 proposed budget for next year that 21 you're acting on today. However, again, 22 you can certainly take it home with you 23 if you like. In the interest of being 24 green, if you prefer, next week we can 25 also give you a disc instead of the 1 SCCC Board of Trustees 4/15/10 26 2 book. So if you don't want it, leave 3 it, and you'll get a disc next week. I 4 just wanted to say that. 5 And, second, I want to point out 6 that the budget you'll be reviewing 7 today has obviously been reviewed with 8 President McKay and Executive Vice 9 President Gatta. And I want to also 10 publicly thank the work of my staff, 11 particularly Associate Dean of Finance, 12 John Bullard, who's in the corner, for 13 the hard work they did putting this -- 14 this material together. 15 Let me start the college financial 16 report with a quick update on this year. 17 Overall, the status of the budget 18 remains very similar to what we've been 19 discussing at meetings throughout the 20 year. Revenues are projected for the 21 year to be about 3 million above budget, 22 reflecting our tuition increases from 23 having enrollment that exceeded budget 24 by 10 percent in the fall. And it would 25 have been higher than that, but we -- as 1 SCCC Board of Trustees 4/15/10 27 2 you recall, we got a $2 million 3 reduction in state aid this year. So 4 that's why the revenues are only 5 $3 million above budget compared to 6 where they would have been with the huge 7 enrollment gain. 8 Expenses are projected a little bit 9 better than budget. And at the end, 10 after covering the $1.7 million 11 carryover that was built into the 12 budget, we expect right now to have a 13 surplus of about $1.6 million. 14 We did a lot -- many actions this 15 year to guarantee that the budget would 16 turn out this well. We had a $2 million 17 budget cut from the state, and we very 18 carefully reduced the budget to recover 19 that. All year long vacancies have been 20 held to deal with the budget situation. 21 And -- and -- so we've managed the 22 budget very carefully. 23 We have also, at the same time, 24 been concerned about making sure the 25 student faculty meetings are met. And 1 SCCC Board of Trustees 4/15/10 28 2 with some additional funds we have at 3 the end of the year, and we discussed 4 these issues, we are making some -- some 5 transfers to be able to fund some 6 computers and to be able to fund some 7 very important facilities needed around 8 the campus. So all of that can be made 9 careful -- all those important needs can 10 be made possible by careful spending 11 during the year. 12 So that's the report on this year. 13 Turning to next year; today, the 14 board is being asked to approve a 15 2010-'11 operating budget that totals 16 $186.8 million. And assuming it is an 17 approval, I'll submit it to the county 18 executive tomorrow. 19 The budget discussions for this 20 year, as you know from the conversation 21 that we had last month, starts with a 22 challenging situation, and that 23 challenge is that the budget of the 24 governor -- the executive budget 25 proposed by the governor, had a major 1 SCCC Board of Trustees 4/15/10 29 2 cut in it. Now, that budget has not 3 been acted on by the legislature, the 4 state budget, as you know; so the budget 5 before you today reflects the executive 6 budget proposals. 7 As a reminder, we -- state aid was 8 cut this year, and the proposal for next 9 year includes an additional cut for two 10 together; meaning that the budget we've 11 produced for you for next year includes 12 a 15.5 percent decline in state aid 13 since it was adopted at the beginning of 14 this year. That's $415 per FTE student. 15 The impact is mitigated, a bit, by 16 growth; the enrollment growth that we 17 had. But still, with -- with -- if the 18 executive budget gets proposed, and in 19 the budget before you, we have to assume 20 that there's $4 million left in state 21 aid available. So that made this budget 22 a challenging one to put together. We 23 start with -- with the normal growth, we 24 start with a reduction and it's a 25 challenge. 1 SCCC Board of Trustees 4/15/10 30 2 Enrollment, as I said, is up 3 10 percent. Last -- this fall. For 4 next year, we're projecting within the 5 budget that the growth will be about 6 2 percent. That's above last year's, so 7 12 percent over two years. That slower 8 growth recognizes the enormous increase 9 this year and the uncertainties of the 10 pace of economic recovery and its impact 11 on our student numbers. But, again, we 12 do expect to have more students. 13 The other challenges we have in the 14 budget, recovering mandatory expense 15 increases. We have contractural salary 16 increases and fringe benefit increases 17 that will increase costs over this year 18 by about $8 million. That's funding 19 that we need above this year's budget 20 just to maintain some services. 21 We've had to add adjunct costs this 22 year to cover growth and again next year 23 to cover growth so that we can remain 24 open -- provide open access in the 25 college consistent with our mission. 1 SCCC Board of Trustees 4/15/10 31 2 And while the budget has proposed some 3 extra funds, very few new items -- there 4 were three items that were considered 5 high enough priority that we did want to 6 include in -- in -- in the budget. 7 One is new counselors, just a -- 8 just a few. Initially, it was cited by 9 Middle States, our creditor, that we 10 needed to do something about -- 11 We included funds to open the 12 Learning Resource Center later this 13 year. If we're going to build it, we 14 should operate it; and we included funds 15 to implement the new EMT program, which 16 is critical to the county. 17 Now, the required expense 18 increases; the mandatory costs I spoke 19 about a moment ago, alone exceeded the 20 additional funds that we would get from 21 enrollment growth and from -- from state 22 aid, never mind being inclined -- just 23 some money for those few items. So, 24 again, our challenge was figuring out 25 how to fund those needs, "close the 1 SCCC Board of Trustees 4/15/10 32 2 gap," is another way to put it, to fund 3 what we needed to insure that we could 4 cover student needs, also to keep 5 college affordable for our students, 6 which I know is always important to you. 7 So the proposal before you, it does 8 the following: 9 It includes the use of carryforward 10 savings of $1.7 million, which is the 11 same amount in this year's budget. 12 Carryforward savings is really another 13 word for using reserves, in a way. It's 14 using revenues from a prior year to 15 cover the next year, and you have to do 16 that carefully. But we had a challenge 17 and we built that into the budget. 18 The budget does include proposals 19 for a tuition increase of $100 per 20 semester or $200 per year. 21 And, finally, the budget includes 22 a -- a request to the county for a 23 4 percent increase in its contribution. 24 Even all of those actions did not 25 fully cover our costs. We're going to 1 SCCC Board of Trustees 4/15/10 33 2 have to increase vacancy savings in the 3 budget next year to -- to -- to do this. 4 We've kept about 40 positions vacant 5 this year. We have increased that to 6 about 45 next year during the year, and 7 we've reduced nonpersonal spending as 8 well. And all of that, again, is 9 because, you know, if you start the 10 budget with a lower -- lower increase in 11 state aid. 12 Let me just add that the budget 13 material includes, in it, a discussion 14 of all the things that the college has 15 done over the last years, the efforts of 16 the college, to seek outside funding and 17 partnerships to strengthen our programs 18 and to find additional funding. 19 For example, in the health field, 20 there are nursing program partnerships 21 with hospitals and nursing homes 22 providing education resources and -- 23 and -- and great experiences for our 24 students. We received -- just received 25 almost $1 million to spend over two 1 SCCC Board of Trustees 4/15/10 34 2 years to train IT professionals in 3 electronic health technology. 4 In the facilities area, we received 5 a stimulus grant for water projects and 6 are working out the final details for 7 another one on energy efficiency. And, 8 of course, there's a LIPA program, which 9 I believe is on the agenda for later 10 today, where we got $5.5 million to 11 improve energy efficiency as well. 12 So I wanted to end my discussion by 13 reminding everybody that while state and 14 county support is very important, 15 college public support is important to a 16 community college. As a community 17 college, we also have made an effort to 18 go out and seek outside funding to 19 improve our programs. And they help our 20 students at times when we're facing an 21 economic problem and public resources 22 can be limited. 23 So that's my presentation, I'd be 24 happy to take any questions. 25 VICE PRESIDENT HAZLITT: 1 SCCC Board of Trustees 4/15/10 35 2 (Indicating) 3 VICE PRESIDENT STIER: Yeah. 4 CHAIRMAN MATTACE: Walter. 5 VICE CHAIRMAN HAZLITT: The 6 proposal for a 4 percent increase from 7 the town -- 8 VICE PRESIDENT STIER: Uh-huh. 9 VICE CHAIRMAN HAZLITT: -- is it 10 realistic? 11 VICE PRESIDENT STIER: Well, I'm -- 12 I'm new to the county. I -- I -- 13 VICE CHAIRMAN HAZLITT: Yeah. 14 VICE PRESIDENT STIER: I -- I will 15 say that the -- the -- that the county 16 executive's letter requesting a budget 17 has -- had asked us not to increase 18 funding, but we are faced with a 19 difficult situation of lower state aid 20 and higher enrollment and declining 21 revenues -- I'm sorry, declining funds 22 per FTE. 23 CHAIRMAN MATTACE: What's the 24 percentage -- 25 VICE PRESIDENT STIER: And -- 1 SCCC Board of Trustees 4/15/10 36 2 CHAIRMAN MATTACE: I'm sorry. 3 VICE PRESIDENT STIER: I'm sorry, 4 you were saying. 5 CHAIRMAN MATTACE: What's the 6 percentage now that the county shares in 7 development? 8 VICE PRESIDENT STIER: I -- I -- 9 I -- 10 PRESIDENT McKAY: That -- that 11 should be -- Walter, that's around 12 26 percent? 13 VICE PRESIDENT STIER: Around 14 26 percent. 15 If you don't mind my using your 16 book? 17 CHAIRMAN MATTACE: No. Not at all. 18 PRESIDENT McKAY: We should also 19 remember that in the charter, it says 20 that it should be a third, a third, a 21 third. 22 VICE PRESIDENT STIER: Right. 23 PRESIDENT McKAY: Currently, the 24 students are contributing 45.3 percent. 25 VICE PRESIDENT STIER: Right. 1 SCCC Board of Trustees 4/15/10 37 2 PRESIDENT McKAY: And if -- if the 3 state aid of 5.6 million is not 4 restored, you're looking at that moving 5 to 47 percent for the students. So it 6 is obvious it is our charge to continue 7 to meet with the elected officials, both 8 state and local, to share with them our 9 position as to where we are. I know in 10 my statement I'll expand upon that, but 11 we have entered into contractual 12 negotiations with each of the bargaining 13 units, informing them of our financial 14 position. So we're looking at all 15 avenues in regard to mitigating the 16 shortfalls. So, certainly, there will 17 be a budget amendment that will come out 18 before this board once the state -- 19 (WHEREUPON, there was an 20 interruption in the proceeding, after 21 which the following transpired:) 22 PRESIDENT McKAY: I guess that's 23 the amendment. 24 (Laughter) 25 CHAIRMAN MATTACE: Maybe we should 1 SCCC Board of Trustees 4/15/10 38 2 set up a fine to go to the scholarship 3 fund. 4 (Laughter) 5 PRESIDENT McKAY: But, certainly -- 6 certainly, we're working very hard to 7 try to find ways to mitigate any 8 increase in tuition on our students. 9 Our students are already bearing the 10 brunt of the budget, and I've -- I've -- 11 we've all expressed to our state elected 12 officials and locals that it is time for 13 the county and the state to take a firm 14 and hard look at -- at fulfilling their 15 responsibilities. 16 CHAIRMAN MATTACE: Thank you. 17 Anybody else? 18 (WHEREUPON, there was no response.) 19 CHAIRMAN MATTACE: As my 20 prerogative as board chair, I'm going to 21 rearrange -- 22 PRESIDENT McKAY: Sure. 23 CHAIRMAN MATTACE: -- and ask you 24 to speak next -- 25 PRESENT McKAY: Okay. 1 SCCC Board of Trustees 4/15/10 39 2 CHAIRMAN MATTACE: -- in your 3 President's report. 4 PRESIDENT McKAY: Thank you. 5 With me today, and I'm -- I'm very 6 pleased, I sat at -- at the town hall 7 meeting here at east -- east campus 8 yesterday. In fact, I sat at all the 9 town hall meetings. We met at Ammerman 10 Campus. We had three sessions there, 11 two with the faculty staff and one with 12 students. And at east, yesterday, we 13 had a talk holding it here. They were 14 all well attended. 15 We have with us representatives 16 from the state deferred comp board, 17 civil service, and you also have our 18 AVP of employee resources here; and -- 19 to talk about as we go forward with the 20 changes in our -- our payroll system. 21 And, at the same time, questions were 22 raised about the deferred account. As 23 you know, you passed a resolution 24 recently because of the situation with 25 us going over on our OPM payroll. And 1 SCCC Board of Trustees 4/15/10 40 2 the civil service has written to the 3 state's deferred comp board who has then 4 given us a six-month window of which we 5 have to make that changeover. And that 6 changeover would occur around or about 7 the 28th of June, I believe; and 8 subsequently then we would have to enter 9 into the new state deferred comp 10 program. 11 We were informed yesterday by 12 Allen Schneider that there will be two 13 options, one where employees can 14 remain -- leave their funding in the 15 state system; but as of the 28th, going 16 beyond the next payroll system, they're 17 going to have to enter their payroll 18 into the new system. 19 With me today, I'm very pleased to 20 introduce my executive assistant who is 21 from Maryland. She's a Ph.D. from 22 University of Virginia. She's associate 23 professor, director of campus 24 initiatives. She worked both at the 25 federal and state levels. She also was 1 SCCC Board of Trustees 4/15/10 41 2 an executive assistant to the school 3 system superintendent. She's worked 4 through the K through 12 system; 5 technical provider in a number of ways, 6 and a senior research analyst for air. 7 I have Dr. Charity Welch who is 8 here with us today. 9 Charity, could you please stand and 10 be acknowledged? 11 DR. WELCH: (Complying) 12 (Applause) 13 PRESIDENT McKAY: I told Charity 14 that I respond to e-mails at once, but I 15 don't expect her to respond to my e-mail 16 at all. So -- 17 We have three items I want the move 18 right into. 19 We talked about the budget. Part 20 of the chancellor's strategic plan 21 talked about entrepreneurship. We had a 22 press conference two weeks ago with 23 New York Power Authority, and we just 24 cancelled. And the chairman was there, 25 Executive Vice President Gatta, the 1 SCCC Board of Trustees 4/15/10 42 2 executive dean of the campus was there, 3 and several others. 4 What that program will do is to 5 enable us to have $5.5 million to put 6 toward removing 1,355 tons of carbon 7 footprints across the system. That 8 enabled us to look at HVAC systems. As 9 you know, this past summer, we had to 10 call an executive to respond to two 11 emergencies in the middle of summer 12 where the HVAC system had failed. 13 We're getting our first new 14 building at the Ammerman Campus in 15 almost 50 years -- the first new 16 building on this campus in almost 17 30 years. So the infrastructure, in and 18 of itself, requires a lot of attention. 19 We just had a study by the state and 20 also our representatives that says we 21 need at least $10 million per year to 22 maintain this infrastructure just the 23 way it is, with nothing new. 24 So with a partnership by NYPA, you 25 can see in the back where the board 1 SCCC Board of Trustees 4/15/10 43 2 is -- that is over there (indicating), 3 we're going to have a cost savings of 4 approximately at least 350,000 per year 5 back to the college that we can then at 6 least put toward enhancing the 7 operation. 8 At this point I want to call on 9 the Executive Director of Facilities, 10 Paul Cooper, to give us a realtime 11 scenario of how we can mitigate 12 temperature changes across rooms on the 13 campus by using a laptop. 14 Is Paul here? 15 EXECUTIVE DIRECTOR COOPER: Yes. 16 Hi. As President McKay has said, 17 we've entered into this agreement -- 18 this is our second agreement with NYPA, 19 whereby they fund and implement energy 20 conservation measures, and we pay them 21 back over a 20-year period from the 22 savings. 23 Nick Palumbo (phonetic), who's the 24 director of plant operations at this 25 campus, will demonstrate it. 1 SCCC Board of Trustees 4/15/10 44 2 And while he's getting ready, I 3 just want to point out that this is just 4 one of many things we're doing in the 5 energy conservation area. 6 We have industry partnerships that 7 have resulted in donations of equipment. 8 We had an agreement with National 9 Grid where they provided funds and 10 donated equipment. 11 We have agreements with LIPA where 12 they provided technical assistance, and 13 they have given us significant amounts 14 of money in terms of rebates. 15 We have capital projects that have 16 state and county funding that include 17 HVAC equipment. 18 We have an agreement with the 19 New York State independent system 20 operator that operates the electrical 21 grid, where they pay us to be able to 22 reduce our electrical demand. 23 We've received several grants -- 24 stimulus money grants that are funded 25 through NYSERTA, and we have basically 1 SCCC Board of Trustees 4/15/10 45 2 college commitment that all our new 3 buildings will be energy efficient that 4 will be certified as LEED gold. 5 The NYPA project includes a bunch 6 of things: Replacement of boilers, 7 chillers, lighting, outdoor lighting 8 controls, replacement of motors with 9 high-efficiency motors, even vending 10 machine controls, the swimming pool 11 cover. But the -- the heart of the 12 program is the building automation 13 system, which Nick is going to 14 demonstrate. 15 It was installed by NYPA about 16 five years ago. As part of this project 17 it's going to be expanded to include 18 additional equipment. It's going to be 19 updated to a newer version. We're going 20 to provide training for our staff so 21 they're better able to operate it. 22 This system is operated through any 23 computer on the college network. It's 24 Web-based, you don't need to be at the 25 facility to do it. The new system can 1 SCCC Board of Trustees 4/15/10 46 2 operate through a iPhone. So you can 3 have a mechanic with a phone in his 4 pocket, and it rings, and he sees 5 there's an alarm, and he sees there's a 6 temperature problem, and he knows which 7 building and he can conceivably fix it 8 right from his phone, or if not, he 9 knows how to get down to, you know, 10 which machine room and which piece of 11 equipment. 12 Nick, you ready? 13 MR. PALUMBO: Just about. 14 PRESIDENT McKAY: All right. 15 Maybe -- 16 You ready? 17 MR. PALUMBO: Yeah. 18 PRESIDENT McKAY: Okay. 19 MR. PALUMBO: So this is our 20 MEDICIS system that we use to control 21 HVAC systems on the campus (indicating). 22 It's a graphically-driven system, which 23 is sort of -- sort of user friendly. I 24 can show you quickly how we sort of 25 navigate through the system, but this 1 SCCC Board of Trustees 4/15/10 47 2 is -- this graphic is obviously just 3 showing the campus and the buildings 4 here on campus that are connected to 5 MEDICIS. And so what I can do is I can 6 penetrate into one of these graphics; 7 there being the Peconic building 8 (indicating). And then there's another 9 menu that comes up here (indicating), 10 and we can take a look at the building 11 in a variety of different ways. I can 12 look at different systems; along the 13 bottom you see the air system and water 14 systems and floor plans. So each one of 15 those will bring up another menu. If 16 you take a look at the floor plan here 17 (indicating), it gives us a -- a 18 realtime indication of some of the 19 performance measures within the 20 building. 21 And so this is of interest today 22 that we're -- we're all in this room 23 over here, B104 (indicating), and -- so 24 this -- this graphic, it doesn't show us 25 the temperature in the room, but it 1 SCCC Board of Trustees 4/15/10 48 2 shows us the temperature of the -- the 3 system, the 72.1 Fahrenheit reading for 4 air handler one, which -- which this 5 room is connected to. And then, if we 6 look down into P104, we can see -- this 7 number here, 65.8 is -- is not the room 8 temperature, but that's actually the 9 temperature on the reheat coils 10 connected to the -- to the air coming 11 into this room. 12 We're not running heat in the 13 building right now. We're trying to 14 cool it, but the -- the campus cooling 15 systems are not online. So we're 16 relying entirely on -- on this 17 supplemental unit today. 18 But what this system does is it 19 gives the maintenance mechanics of the 20 campus, like I said, a realtime look at 21 what's happening out there on the 22 campus; and it's also a -- an excellent 23 troubleshooting tool, when we have 24 problems somewhere; if we get phone 25 calls that a building is too hot or too 1 SCCC Board of Trustees 4/15/10 49 2 cold, we can look in and see what's 3 going on. 4 Here, looking at the floor plan, we 5 have only a few sensors connected to the 6 system right now, and -- and with the 7 grant, we're going to expand that so 8 we'll have actual room-level control as 9 opposed to system-level control. 10 But this does give you a nice 11 overview of what's taking place in the 12 building. And then I can sort of 13 navigate through here (indicating). I 14 can look in at this reheat coil, and 15 like I said, for -- for P104 -- 16 actually, this is all the reheat coils; 17 but you can see here, this -- this room 18 here, we're in reheat coil 2, and so 19 that -- that's this coil here 20 (indicating). And it shows me the 21 temperature in that coil and supply and 22 return air coming in and out of the -- 23 out of the air handler that's connected 24 to this space. 25 PRESIDENT McKAY: And, Nick -- 1 SCCC Board of Trustees 4/15/10 50 2 Nick, for purposes, again -- 3 MR. PALUMBO: Keep it short; right? 4 PRESIDENT McKAY: I know. 5 We have the groundbreaking in a 6 few. I just want to run through a 7 couple of things. 8 This right here has now given our 9 plant operations technicians full 10 automation into rooms where they had to 11 physically visit across the campus each 12 and every time we had an issue. And, 13 again, that's only one element of what 14 the grant does. And, as Nick explained, 15 that they can monitor and change the 16 temperature in the rooms and they can do 17 a lot of things automated from a 18 distance. And this is the kind of 19 partnership and innovation that we 20 are -- we are -- we seek more funding 21 from. 22 And, Nick, I want to thank you and 23 Paul and all the teams who have been 24 involved in this, because this is a 25 major $5.5 million investment that now, 1 SCCC Board of Trustees 4/15/10 51 2 again, we wouldn't have to wait in the 3 $10 million deferred maintenance program 4 to try to handle some other problems. I 5 want to thank you for your work, as 6 well. 7 MR. PALUMBO: Thank you. 8 (Applause) 9 PRESIDENT McKAY: And in 10 continuation to the 5.5 million, on the 11 same event that we had at the Grant 12 Campus, I spoke to Mr. Richard Kessel 13 about a program that we have to look at 14 wind, geo, nanosolar and all those areas 15 at the Grant Campus next to the 16 manufacturing building. And Mr. Kessel 17 has indicated very strong interest in 18 funding that $6.5 million proposal. He 19 will also send it to Washington to 20 elected officials; and Senator Schumer 21 has included that same project in his 22 appropriations. 23 We have a $1 million weatherization 24 program now with United Way. So 25 all-in-all, you're looking at between 1 SCCC Board of Trustees 4/15/10 52 2 19 to $20 million that we have had 3 in partnership arrangements that -- as 4 district funding into the college 5 without going through the state or the 6 county. That is a phenomenal amount of 7 work, and it's not all that we've done. 8 We're going to continue to work toward 9 finding alternative ways. And that's in 10 the middle of what the chancellor's 11 talking about with entrepreneurship. 12 Now, we're going to work with business 13 and industry moving forward to have more 14 of that done. 15 At this point in time, I want to 16 turn it over to Associate Dean Drew 17 Fawcett; for the first time, 18 Suffolk County Community College -- and 19 we all know that we've done a wonderful 20 job with getting the word out about our 21 programs -- 22 While I'm introducing you, can you 23 cue it up? 24 ASSOCIATE DEAN FAWCETT: Sure. 25 PRESIDENT McKAY: All right. 1 SCCC Board of Trustees 4/15/10 53 2 And this year, they've entered a 3 national award to share one of -- or 4 many of our commercials across the -- 5 the country, enter, and compete to try 6 to win this award. This is like the 7 Emmys, the Oscars. This is a major -- 8 this is a major, major thing for 9 colleges across the country. And the 10 work of Drew Fawcett, Mary Lou Araneo 11 and her entire team, to enter for the 12 first time and to win this Paragon Award 13 is a phenomenal achievement. 14 So I want to have Drew just walk us 15 through this. 16 ASSOCIATE DEAN FAWCETT: Thank you. 17 As Dr. McKay said, last month we 18 found out that the college won first 19 place in this -- an international 20 competition, which included the 21 United States and Canada. It was 22 exclusively for community colleges, and 23 our television commercial and our 24 campaign was selected as the best in the 25 country. 1 SCCC Board of Trustees 4/15/10 54 2 There were 1,700 entries and 3 75 judges. The judging started in the 4 fourth quarter of last year and ended 5 the first quarter of this year. We're 6 all proud of the college, we have even 7 more reasons to be so now. We have so 8 many great stories to tell. 9 The Paragon Awards; it's a national 10 council for marketing and public 11 relations. I would especially like to 12 recognize Vice President Araneo for 13 sharing the vision in these commercials 14 and being an integral part of the 15 creative development and production of 16 them. 17 I'll play for you -- I'll let you 18 pass these around. We do know that, again, 24 in keeping tuition and fees affordable 25 and low and -- and part of admission is 1 SCCC Board of Trustees 4/15/10 56 2 open access and affordability. And when 3 we have faculty that are working with 4 faculty of other institutions to try to 5 get scholarships for our students -- 6 there is quite a number of them, but I 7 just wanted to go over the most recent 8 one with LIU CW Post. Where any student 9 on all three campuses, and they've given 10 us three awards, as long as they have a 11 3.5 GPA and at the same time they've met 12 the obligations and requirements of the 13 scholarship, that they'll be given 14 $30,000 per year in funding until they 15 have graduated; that's through four 16 years. 17 We have a number of scholarships to 18 get there from here. That is currently 19 the $5 million investment we've had from 20 the donor. That is up and being 21 reviewed right now, so our students are 22 applying for that. 23 In the STEM scholarship area, I 24 know Tom mentioned to me that he has 25 scholarships that are available. 1 SCCC Board of Trustees 4/15/10 57 2 So we're going to try to get more 3 of that out to the high schools, more of 4 that into the student population here, 5 to try to get more students to take 6 advantage of those scholarships as well. 7 I'm going to abbreviate and just 8 move right to Commencement, which is on 9 Sunday, May 23rd at 11:00 a.m., and 10 again, at that event we're going to 11 celebrate. We're going to have 12 50 graduates, one of each of the -- the 13 50 years that we've been through to lead 14 us in. We're going to have a new mace 15 that is going to be installed on that 16 day. Commissioner Gallagher will be the 17 marshall bringing in the current mace 18 that we have, and we're going to have 19 that retired. And then we're going to 20 have a new mace brought in at that 21 commencement as well. So I ask that all 22 of you be there with us. It's a special 23 occasion, and I hope that you can join 24 us on that date. 25 TRUSTEE PONTIERI: What was the 1 SCCC Board of Trustees 4/15/10 58 2 date; the 25th you said? 3 PRESIDENT McKAY: The 23rd. 4 And one final date is going to be 5 September 21st, which will be the 6 college's inauguration where the 7 chancellor will be with us to restore 8 the investiture upon the president, and 9 she's already confirmed. We were visiting back 10 with him in a quarterly meeting. At 11 that time we report back. But -- but 12 that was a program that has been looked 13 at by the presiding officer and the 14 ledge, and they're aware of it and they 15 want to see that program move forward. 16 We've sent it forward to the state 17 education for accrediting, because, 18 again, that would be the only accredited 19 program in -- in this area. And we have 20 all of the fire districts, and we are 21 hoping to have them at least come 22 through the program and at least get 23 credits through the program as well. It was definitely appreciated 7 and it was a pleasure to have you there. 8 And I'm -- I'm glad I can make you all 9 proud just to be a representation of 10 Suffolk and, you know, it was an 11 outstanding experience. 12 I just also want to mention that 13 I -- this -- this weekend I'm attending 14 the SUNY Assembly Conference. This 15 would be like the last conference -- I 16 will be a voting delegate for this one. 17 And currently, they are going to have 18 elections for the new officers. So that 19 will be a very interesting experience. 20 In addition to that, our own three 21 campuses, as you all know, had their 22 elections for student government groups. 23 So, currently, there are two student 24 trustee candidates. So whichever 25 candidate is selected, I intend on 1 SCCC Board of Trustees 4/15/10 63 2 bringing this trustee to -- elect to the 3 next Board of Trustees meeting to have 4 he or she introduce you all to -- yeah. 5 CHAIRMAN MATTACE: Okay.
