Enough 21 small talk. 22 We've got a special guest with us 23 this morning. And he's only a guest 24 now, he didn't use to be a guest. He's 25 one -- he's one of us. And it's Frank 1 SCCC Board of Trustees 5 2 Trotta. We're going to recognize him 3 for his service. Frank's been on the 4 Board since 2002, and the time goes 5 fast. 6 So why don't you come on up and 7 join me for a moment, Frank. We've got 8 a plaque for you -- 9 (WHEREUPON, Former Trustee Frank C. 10 Trotta approached Chairman Moore.) 11 CHAIRMAN MOORE: -- thank you for 12 that (handing). 13 As all of you know, Frank is a 14 dedicated public servant, having served 15 elected office, having served an 16 appointed position, having served the 17 Board of Trustees. The residents of 18 Suffolk County are very appreciative for 19 the time you take and the service you 20 provide your constituents in any number 21 of hats you've worn. Your dedication to 22 the college was obvious, because you 23 continued to serve long after your term 24 formally expired. That's 25 inspirational -- 1 SCCC Board of Trustees 6 2 MR. TROTTA: Thank you. 3 CHAIRMAN MOORE: -- and I want to 4 thank you for that. 5 MR. TROTTA: Thank you. 6 CHAIRMAN MOORE: The Board's gone 7 through some tough times. We've 8 disagreed on some things, and we've 9 pushed back and forth. But when it came 10 to what was best for the college, we 11 reached out and went unanimously in a 12 number of areas, and you were a big part 13 of that. 14 MR. TROTTA: Thank you. 15 CHAIRMAN MOORE: And the fruits are 16 showing recently. More work is ahead, 17 but we want to take this moment to thank 18 you for your time with us. 19 MR. TROTTA: Thanks. 20 (Applause) 21 MR. TROTTA: Thank you. 22 VICE CHAIRMAN HAZLITT: Ask them 23 where the mug is. 24 MR. TROTTA: Yeah -- yeah, where's 25 my mug -- my mug. 1 SCCC Board of Trustees 7 2 CHAIRMAN MOORE: Somewhere we have 3 it. 4 (Laughter) 5 MR. TROTTA: Yeah, I just want 6 to -- you know, I want to thank the 7 county for the opportunity to serve. 8 It's been a tremendous experience. And 9 this is a very different college than 10 2002 when I arrived here, when I came in 11 with Jim Morgo and Kevin Law and myself 12 as the three new appointees from the 13 legislature, who were looking for some 14 reform and things to change at the 15 college. And the relationships that the 16 college had and -- was not the best. 17 And, you know, sometimes when things 18 change, they come back to what they 19 were. But they're not what they were. 20 It's a very different world between the 21 legislature and the college, even though 22 we do have some strained relationships 23 right now. 24 It's been -- the kind of things 25 that we as a Board, at the college 1 SCCC Board of Trustees 8 2 community, working together with all of 3 the players from the -- from the County 4 Legislature, the County Executive, to 5 the unions, the guild, the association, 6 have been tremendous. We never would 7 have been able to accomplish what we've 8 accomplished without everybody working 9 together for a common goal. 10 And I certainly want to thank, you 11 know, Dr. Pippins. Going through the 12 whole interview process and -- and -- 13 and picking au jus has certainly been 14 pivotal in this college moving forward. 15 And it is a tremendous loss to have -- 16 have -- have her leave. And I think 17 we're at a very critical time that -- 18 you know, that -- you know, in looking 19 forward and looking back at where we -- 20 where we were is critical about, you 21 know, Dr. Pippins and -- and -- and how 22 we've been able to bridge the gaps and 23 build new bridges and -- and be able to 24 move in a variety of directions. 25 I'm extremely proud of -- of the 1 SCCC Board of Trustees 9 2 culinary program that has been started, 3 and the nursing program, and the -- the 4 grants and the recognition this college 5 has received. We wouldn't have been 6 able to say all of this in 2002, because 7 there was a lot of chaos going on then. 8 And, you know, I -- I have enjoyed 9 my tenure on the Board, and very proud 10 to serve. And I hope that as -- as we 11 move forward, understanding that, you 12 know, there are different thoughts in 13 the process that are going on presently, 14 and that, you know, the county, you 15 know, has some concerns as we have some 16 concerns, that we bridge those gaps 17 over -- over time, and people have an 18 understanding of -- of, you know, the 19 direction that each of us need to follow 20 legally and responsibly, and that we 21 support each other in that process, 22 and -- and not as much in a public way. 23 Because the reputation of this college 24 has -- has risen to a level that I think 25 we haven't seen since its -- you know, 1 SCCC Board of Trustees 10 2 since its early days. And to go -- to 3 continue going in this -- in this 4 direction and to maintain that level is 5 extremely important. This is not the 6 13th year of high school, this is 7 college. 8 And people -- when -- when -- I've 9 talked -- talked to so many students 10 over -- over the recent years, their 11 impression arriving a few years back, 12 their impression arriving today is very 13 different. Their college experience 14 internally is very different than they 15 expected from the outside. And we all 16 can be proud, all of us that have -- 17 are -- are -- have -- have helped to -- 18 to make this, whether it be a small 19 piece or a large piece. 20 And I thank the Board, I thank the 21 county, I thank Dr. Pippins, and I look 22 forward to seeing some great things, and 23 to still continue to be a part of the 24 college from the outside. So I'll be 25 looking forward to be able to help in 1 SCCC Board of Trustees 11 2 another way. 3 So God bless you all, and thank 4 you. 5 (Applause) 6 CHAIRMAN MOORE: Thank you. 7 MS. At this 19 point, we'll turn for the College 20 Finance Report. 21 MR. STEIN: Good morning. 22 ALL: Good morning. 23 MR. STEIN: In your packet you have 24 the Finance Report for the month as of 25 December 31st, 2008. It's only slightly 1 SCCC Board of Trustees 13 2 changed from the prior month, reflecting 3 the current projection for enrollment 4 for the spring, which is just slightly 5 changed from the last enrollment 6 projection. 7 You'll see from the summary at the 8 top of the Financial Report that our 9 estimated revenues are up over 1.3 10 million above what was adopted in the 11 budget. Our estimated expenditures 12 projected are below budget by a little 13 over $206,000. And combined, we 14 therefore have made up the structural 15 imbalance in the adopted budget, and are 16 slightly ahead beyond that by about 17 $45,000. 18 These are all projections and we 19 report this every month. 20 I'd be happy to answer any specific 21 questions. 22 CHAIRMAN MOORE: We're in January. 23 Where are you in the commencement of 24 gathering your information for the rest 25 of the budget process? 1 SCCC Board of Trustees 14 2 MR. STEIN: Well, actually, I'm 3 glad you asked that. 4 Starting next week, the Budget 5 Planning Committee begins its meetings 6 with each operational division and 7 campus to review the specifics on the 8 budget requests for the 2009-2010 9 budget. 10 Additionally, we plan on bringing 11 to the Board, at the February meeting, 12 the approval of our capitol program 13 request. Now, we're in a bit of a bind 14 on this because we still have not 15 received any direction from the county 16 with respect to the capitol budget 17 request. So it's going to be a very 18 quick turnaround to prepare all the 19 documents and get them done. Normally, 20 by this time, we would have received 21 those instructions. And we anticipate 22 some changes from last year. 23 As you know, what we intend to do 24 with the capitol program is certainly to 25 maintain those projects that have been 1 SCCC Board of Trustees 15 2 included in the county's capitol 3 improvement program. Each year we 4 attempt to do that, and we have to go 5 through a process to see how the County 6 Executive treats it, and if any of those 7 projects are removed, and then we go 8 before the Legislature and seek to have 9 those projects put back in. That will, 10 again, occur this year, so I just wanted 11 to let you know about that. 12 But we -- we do go through -- 13 getting back to the operating request 14 for next year, we do go through an 15 extensive discussion with each area, and 16 analyze what the requests are. We are 17 fully cognizant in -- in recognition of 18 the severe fiscal situation that exists 19 in the nation, the state, and the 20 county, and that will present some 21 challenges as we put this budget 22 together. And we will be speaking with 23 the Board before the -- that budget is 24 finalized for presentation. 25 CHAIRMAN MOORE: Any comments, 1 SCCC Board of Trustees 16 2 questions, suggestions, insight? 3 SECRETARY KANE: It's very 4 premature, but do you have any idea of a 5 handle on the increase in tuition for 6 the fall? I know it's premature. 7 MR. STEIN: It's a bit premature. 8 We have to still see what happens with 9 the State of New York. You know, there 10 have been a number of proposals in terms 11 of state aid. And one proposal calls 12 for -- from the governor, calls for a 13 $300 reduction per FTE. Which, on an 14 annual basis, is well over $5.2 million 15 of lost revenue. That's a significant 16 amount of money. So I think it's 17 premature to -- 18 SECRETARY KANE: Okay. 19 TRUSTEE MATTACE: Chuck, did -- did 20 SUNY allow the four-year schools to 21 increase their tuition if they're not 22 community colleges, or is this just 23 something I heard out there? 24 MR. STEIN: SUNY has permitted, on 25 an annual, I'd say, this $620 tuition 1 SCCC Board of Trustees 17 2 increase for the four-year schools. 3 TRUSTEE MATTACE: That's -- that's 4 it. Okay. 5 CHAIRMAN MOORE: The four-year 6 schools, do they not take a mid-year 7 squeeze in their current year, or is 8 that not -- 9 MR. STEIN: Well, actually, the -- 10 the annualized basis is 620, but the 11 four-year schools will also allow a 12 $310 increase this spring semester. 13 DR. PIPPINS: But they did -- 14 CHAIRMAN MOORE: But they -- 15 DR. PIPPINS: -- they had a -- 16 CHAIRMAN MOORE: But they had a 17 budget impact in their -- 18 MR. STEIN: They had a budget 19 impact -- 20 CHAIRMAN MOORE: -- budget year -- 21 MR. STEIN: -- in that -- 22 CHAIRMAN MOORE: -- we -- 23 MR. STEIN: -- year. Yeah. 24 CHAIRMAN MOORE: -- the community 25 colleges did not. 1 SCCC Board of Trustees 18 2 MR. STEIN: Not yet. We're -- 3 there are still discussions about that. 4 CHAIRMAN MOORE: When we first 5 talked about this our November meeting 6 was it, December-November, we were 7 anticipating or discussing the need for 8 a spring -- 9 MR. STEIN: Yeah, now it's -- 10 CHAIRMAN MOORE: -- tuition 11 increase. 12 MR. STEIN: -- a little late to do 13 that. 14 CHAIRMAN MOORE: No, understood. 15 But -- but we also -- but -- but -- 16 as -- as of today, we have not been told 17 we have less than stated in the current 18 budget. 19 MR. STEIN: The proposal from the 20 governor. The governor proposed his 21 budget on December 16th for next spring. 22 CHAIRMAN MOORE: For next -- 23 MR. STEIN: He also included a 24 separate resolution to reduce this year. 25 And that included a reduction in two 1 SCCC Board of Trustees 19 2 quarters -- the remaining two quarters 3 for us, which would equate to 4 approximately $2.6 million. 5 DR. PIPPINS: Which is what we had 6 kind of talked -- 7 CHAIRMAN MOORE: Right. 8 DR. PIPPINS: -- about. I don't 9 know if we want to get into it now -- 10 MR. STEIN: But that's -- that's 11 still up in the air and nobody knows 12 where it's going. 13 CHAIRMAN MOORE: All right. We'll 14 be ready for the next shoe. 15 DR. PIPPINS: But we looked at that 16 at our November meeting. 17 CHAIRMAN MOORE: Right. 18 Any other questions for Chuck? 19 (WHEREUPON, there was no response.) 20 MR. Simple 1 SCCC Board of Trustees 20 2 stuff, because we have plenty of work 3 ahead of us down the agenda. You have, 4 I think -- and you do, in your packet a 5 printout of a form for the Board of 6 Trustees Self-Assessment. 7 TRUSTEE MATTACE: Right. 8 CHAIRMAN MOORE: The task between 9 now and our February meeting is to look 10 at that form, to get to me or to Ilene 11 any suggested changes; if the form's 12 faded, if it doesn't target what we need 13 to do, pony up your comments. And the 14 goal would be to have the -- am I right, 15 Ilene? Tell me, I'm guessing. 16 MS. KREITZER: (Head gesture) 17 CHAIRMAN MOORE: Is -- is to have 18 the approved form ready for us to work 19 on in February. So you can take that, 20 complete it, and get it back to me. See 21 how we're doing, what you want to do 22 better. Okay? 23 TRUSTEE ALVAREZ-GRONEMAN: This is 24 an assessment form, isn't it? 25 (Laughter) 1 SCCC Board of Trustees 21 2 CHAIRMAN MOORE: Yes, it is. 3 So I encourage you to look at it, 4 see if it -- if it -- if it meets our 5 needs for -- for this present 6 assessment. And if it doesn't, let me 7 know; okay? 8 TRUSTEE ALVAREZ-GRONEMAN: Okay. 9 CHAIRMAN MOORE: All right. Most 10 of my other stuff, I think, is going to 11 be the topic of a lot of conversation in 12 Executive Session. That we make the 13 necessary steps and begin to do the 14 things we've got to do in light of all 15 the things that are happening around 16 here. So that's personnel and 17 litigation and all kinds of stuff like 18 that. So I've got a lot of notes and 19 we've got a lot of work to do. So, with 20 that, I'll -- I'll turn it to the rest 21 of you, and if there's anything you want 22 to bring out here for the purpose of 23 open session to share with the Board and 24 the college community. 25 TRUSTEE MATTACE: Okay, what's for 1 SCCC Board of Trustees 22 2 lunch? 3 CHAIRMAN MOORE: That's covered. 4 Dinner I was going to look at. 5 TRUSTEE MATTACE: Oh, okay. 6 TRUSTEE WARE: I just want to 7 mention one -- 8 TRUSTEE ALVAREZ-GRONEMAN: Yeah, 9 please do. 10 TRUSTEE WARE: -- thing. That we 11 all, I believe, received an invitation 12 to the ESL Program for their ceremony 13 January 23rd at the Grant Campus. And 14 that's always such a wonderful ceremony, 15 it's one of my favorites, because the 16 students are so appreciative. And many 17 of them have come here to us not really 18 speaking English at all, and by the time 19 they complete the program -- you know. 20 There's usually a lot of tears in there 21 so bring napkins or tissues or 22 something. But it's great, so I just 23 wanted to mention it if you have time. 24 TRUSTEE OCHOA: Yes. 25 TRUSTEE ALVAREZ-GRONEMAN: And we 1 SCCC Board of Trustees 23 2 also have -- on the 15th, you have -- we 3 have the nursing pinning ceremony over 4 at the Grant Campus. That's also -- 5 TRUSTEE MATTACE: The 15th? 6 TRUSTEE ALVAREZ-GRONEMAN: -- a 7 nice event. 8 TRUSTEE OCHOA: Okay. 9 TRUSTEE MATTACE: The 15th? 10 TRUSTEE ALVAREZ-GRONEMAN: (Head 11 gesture) 12 TRUSTEE MATTACE: I had given 13 everybody a packet from our last 14 conference. I believe the next 15 Legislative session in Washington will 16 be the 9th, 10th and 11th. 17 TRUSTEE ALVAREZ-GRONEMAN: I have 18 that down. 19 CHAIRMAN MOORE: Of February. 20 TRUSTEE MATTACE: Of February. So 21 I know I would like to go. 22 DR. PIPPINS: And I think we -- 23 TRUSTEE MATTACE: Yeah. 24 DR. PIPPINS: -- you have the 25 materials -- 1 SCCC Board of Trustees 24 2 TRUSTEE ALVAREZ-GRONEMAN: Yeah -- 3 TRUSTEE MATTACE: Yeah. 4 TRUSTEE ALVAREZ-GRONEMAN: -- we 5 do. 6 TRUSTEE MATTACE: Yeah, it's the 7 9th, 10th and 11th of February. 8 TRUSTEE ALVAREZ-GRONEMAN: Would 9 you like to go, Dr. Pippins, to that in 10 Washington? 11 (Laughter) 12 CHAIRMAN MOORE: Those are useful 13 sessions. We had a chance last year to 14 sit down with Congressman Bishop -- and 15 the ACCT Organization does a great job 16 of digging through, highlighting, and 17 bringing to our attention legislation 18 and activity at the federal level 19 that -- that will impact our students 20 and the community year. 21 And we had a chance to sit with 22 Congressman Bishop last year, and one of 23 the talking points that we were -- was 24 drawn to our attention -- was the topic 25 of our conversation with him had to do 1 SCCC Board of Trustees 25 2 with reporting out when certain crisis 3 and -- and costs go up. And tuitions go 4 up by a certain percent, and it's 5 because the cost of education has just 6 gone through the roof. Those of you 7 with college-age students can appreciate 8 that. 9 The issue was that the tuition at 10 community colleges is -- is typically so 11 much lower, that to say that a 12 five-percent increase in tuition -- at a 13 four-year institution is -- is a big 14 number, a five-percent increase at a -- 15 at our level is a smaller number. This 16 legislation would require all kinds of 17 reporting and administrative 18 requirements of the institution to 19 justify what was going on with those 20 kinds of numbers. And there were 21 exemptions put into law. I think that 22 those kind of conversations we have with 23 legislators helped to make that happen. 24 Tim was just very responsive to 25 that issue that would impact. It's too 1 SCCC Board of Trustees 26 2 big a burden. We understand 3 accountability, but it doesn't apply in 4 the community colleges. So that was a 5 productive session with him. 6 TRUSTEE MATTACE: Yeah, I'm going 7 to make the calls now for 8 Congressman King, hopefully, Israel and 9 Bishop. But I'm also going to reach out 10 to Senator Schumer and see if we can 11 meet with his office -- 12 CHAIRMAN MOORE: Good. 13 TRUSTEE MATTACE: -- and maybe a 14 new senator. 15 CHAIRMAN MOORE: Yeah, by then, 16 that's right. 17 TRUSTEE MATTACE: Maybe a new 18 senator. Let them know who we are. 19 I mean, Senator Schumer's always 20 popping in at graduation, so maybe we 21 can get the new one to pop in too. 22 CHAIRMAN MOORE: Very good. 23 Anything else for the good of the 24 group? 25 (WHEREUPON, there was no response.) 1 SCCC Board of Trustees 27 2 CHAIRMAN MOORE: Dr. Pippins. 3 DR. PIPPINS: Just two quick 4 things: 5 Members of the leadership team of 6 the college made a visit with Presiding 7 Officer Lindsay to the Vanderbilt Museum 8 to look at some possible partnerships, 9 and we'll keep you posted on any 10 progress in those areas. 11 And, also, we've been approached 12 by -- I guess I could describe it as a 13 Libyan delegation to visit the campus 14 and, perhaps, have some partnerships. I 15 just wanted to share that with you so 16 you know where we are. 17 TRUSTEE MATTACE: Have we heard 18 anything from the State Department on 19 that? 20 DR. PIPPINS: Well, I understand 21 that they're friends of the country 22 again. 23 TRUSTEE MATTACE: Yeah, well -- 24 TRUSTEE PONTIERI: For the moment. 25 TRUSTEE MATTACE: -- you know -- 1 SCCC Board of Trustees 28 2 DR. PIPPINS: For the moment. 3 TRUSTEE MATTACE: For the moment. 4 Okay. But the perception, you know, we 5 have to -- 6 DR. PIPPINS: I know, the 7 perception isn't -- 8 TRUSTEE MATTACE: Yeah. 9 DR. PIPPINS: -- but my 10 understanding is that on a national 11 level -- 12 TRUSTEE MATTACE: We're okay. 13 DR. PIPPINS: -- we're okay. 14 TRUSTEE MATTACE: Okay. 15 DR. PIPPINS: And I'll leave it at 16 that. 17 CHAIRMAN MOORE: Okay. With that, 18 we do have extensive conversation for 19 Executive Session. It's litigation, 20 personnel matters. 21 Will we take an action when we come 22 out? Ilene, do you -- do you 23 envision -- 24 MS. KREITZER: (Head gesture) 25 CHAIRMAN MOORE: No. Okay. 1 SCCC Board of Trustees 29 2 Nothing -- nothing that would require 3 formal Board action and resolutions and 4 things. 5 Things will be happening, I can 6 assure of that, but they're things that 7 will not require resolutions. 8 I can say that one of the things, 9 we're -- we're going to be putting out 10 a -- I presume one of our 11 accomplishments today will be putting 12 out an RFP for a presidential search 13 firm, as we did when we were searching 14 for the position Dr. Pippins has filled. 15 So that's a conversation we'll be having 16 is how we're going to go about doing 17 that. And a few other things as well, 18 litigation. 19 So I'll entertain a motion for 20 Executive Session for the purposes -- 21 DR.
