Web Page Guidelines - Use a clear, consistent navigation structure.
 
Use common mechanisms such as navigation bars and menus, positioned consistently across pages. If possible, use an activeserver to create page templates that apply navigational elements the same on all pages.

Note: Bobby cannot determine if your navigation structure is clear and consistent across pages. This issue is raised for every page. If you have created a consistent navigation framework, your page may be in compliance with this technique.

Rationale:

A clear navigation structure is important for users who are new to your site, so they don't have to spend time learning it. This is especially true for people using access aids who may encounter the navigation structure in a different way than you expect. Consistency is important so users don't have to re-learn on each page how to use the site.
