Web Page Guidelines - Avoid using movement in images where possible (animated GIFs).
 
If you use animated GIFs, do so with awareness of those potential obstacles. Avoid their use when possible. 

Rationale:

The GIF image format can be animated. Gratuitous use of animation can be overly distracting to some users, making it impossible to focus on content. People with photosensitive epilepsy can have seizures triggered by flickering or flashing in
the 4 to 59 flashes per second (Hertz) range with a peak sensitivity at 20 flashes per second as well as quick changes from dark to light (like strobe lights).
